Order Minimum and Reorder Minimum Amounts for customers of a Single Line Manufacturer
B2B Admin (on single line mfgr), is able to set 2 variables for:

Order minimum
-
Reorder minimum
in Settings → Site Configuration → Order Settings, a new customer can only submit an order if they satisfy the set Order Min limit. Once an initial order has been submitted, the customer would then only need to satisfy the Reorder minimum total on subsequent orders.
*B2B/B2C customers are able to see a message on checkout with the minimum amount they should spent, so they can know why they can not submit the order(if the appropriate limit is not reached).
Order minimum and Reorder Minimum for customers of a Multiline Manufacturer
Configured in the Webmanager Admin Portal (on multiline mfgr), will be able to set 2 variables:

Minimum Order Amount (set for each vendor)

Reorder Minimum (set for each vendor)
for each Vendor in Settings → Vendors → Edit:, so the new customers can only place order if they have reached the set Vendor Order Min limit, and the old customers can only place order if they have reached Vendor’s Reorder minimum limit, for each Vendor specifically.
Also, B2B Admin (on multiline mfgr), is able to set 2 variables for:

Order Minimum Total (For the B2B order as a whole (all Vendors included))

Reorder Minimum Total (For the B2B order as a whole (all Vendors included))
in Settings → Site configurations → Order Settings: so this values will be used for Checking the Order on Checkout.
B2B/B2C customer will see a message on checkout with the minimum amount if Order Minimum isn't met. The user cannot submit the order until the appropriate minimums are reached. The user can only place an order if:

Vendor’s minimum is reached and
-
Order minimum is reached
For this to be working on Multiline Account, 2 settings must be turned on in Webmanager → Settings → Advanced:
